Can uncrunching happen without spending cuts?

The Sunday Times David Smith asks the pertinent question as to whether we can get out of the crisis without spending cuts. After the government's bold increases in public spending and an economy that seems to react stubbornly to each new initiative, the question of cuts, including drastic ones, is being posed. In many areas of industry the question is already being answered.
